still unsettled between the Telegraph Office and your

Government. Therefore it is clear that all negotiations

in connection with the Telegraph Office and my proposal to

take over charge are two entirely separate things.

Now I propose to take over charge of the Office

on the 1st October and I send you this letter hoping that

you will put it on record.

If there are any negotiations unsettled in con-

nection with the Office, I can refer the opinion of your

Government to my Government for consideration after taking

up my post, or your Government can negotiate with my

Government directly. #11 this is for you to decide.

I shall be glad of your reply.
