In continuation of my secret despatch to
you, dated the 27th of September, 199, and with
reference to your memorandum, dated the 30th of
October, 1929, I have the honour to enclose
translation of a letter, dated the 26th of September,
1929, addressed to me by Lr. u Chih-yün (Luk Chi-wan)
who, you will observe, signs himself as "Comadssioner
of the Telegraph Office, liong Hong", In this
letter kr. Lu remarks, with what I can only call
effrontery in view of the circumstances of the case:-
How I propose to take over charge of the office on
the 1st October, and I send you this letter, hoping
that you will put it on record”. I enclose also
copy of a letter, dated the 5th of October, 1929,
which I caused to be sent to Kr. Lu by the
Colonial Secretary, informing him in reply to his
communication that I was not prepared to allow the
office of the Chinese Telegraph Administration in
this Colony to be taken over by anyone, whose name
had not been put forward by the Chinese Government
through the regular diplomatic channels and
formally approved by me.
