I am directed by Secretary sir Austen Chamberlain

to transmit herein copies of the telegram of the 1st Lay last

from the Governor of Hongkong to His Majesty's Linister at

Peking, on the subject of the draft Commercial Treaty with

China, and of sir Miles Lampson's telegrams of the 3rd and

14th May, in which attention is drawn to the consequences

(66) (17) which may ensue from the action which the Governor of

Hongkong has taken in this matter.

2. As Mr. Decretary Amery is aware, sir kiles

Lampson in paragraph 6 of his telegram No.15 of the 4th

January last, a copy of which is attached for facility

of reference, suggested that he should be provided with

a "cut and dried draft" of a commercial treaty, on the

analogy of the draft of the Tariff Autonomy Treaty of

last autumn, such as could be presented to the Chine se

authorities in order to serve as a basis of negotiations

in the near future. Sir Austen Chamberlain directs me

to point out that the chief consideration in preparing and

presenting this draft was the desirability of being able

to take prompt and practical steps to meet the long-standing

wish of the Chinese for the negotiation of new treaties on

a basis of equality and reciprocity, while preventing, if
