I do not think any good purpose would be served
by sending this to the Foreign Office, or by going
into his arguments in detail, I would, however,

like to make one general observation.
that
Sir C. Clementi's principal thesis that ☛ British
policy in China should be based, primarily, upon
the requirements of Hong Kong. The interests of
Hong Kong may be classified as follows:-
(1) Interests of the British community
shared with the British community generally
in China, i, rights of extra-territoria-i
lity,, trading advantages, etc.
(2) Interests of British trade in
Hong Kong peculiar to that part, e.. the
treatment of goods in transit from one Chinese
port to another via Hong Kong.
(3) Interests of the Chinese community
in Hong Kong, e.g. questions of double
nationality.
