I have the honour to inform you that in addition

to the scheme of Committees referred to in that

despatch a Labour Advisory Board has now been

constituted with the following personnel :-

The Secretary for Chinese Affairs

(Chairman)

The Secretary and Cashier of His Majesty's

Naval Yard

(representing the Commodore),

The Assistant Director of Supply and

Transport of the China Command

(representing His Excellency the General

Officer Commanding the Troops),

An Assistant Director of Public Works,

Three representatives nominated by the

Hong Kong General Chamber of Commerce,

An Assistant Secretary for Chinese Affairs

(to act as Secretary).

I have not appointed a Chinese Member as the

function of the Board will be to facilitate the dealings of European employers with Chinese labour.
