only, as proposed by the Chinese Government, cannot

therefore be regarded as in any sense a dangerous precedent.

Mr. Henderson moreover understands that it might be

impossible for China under her treaties with other countries,

to extend such a privilege to British vessels unless similar

privileges were at the same time extended to vessels under

other foreign flags.
