To

(e) Applications shall be confined to the launches allotted to the Department in which the applicant is serving. If no launch is allotted to the Depart- ment in which the applicant is serving application should be made for the use of a Harbour Office launch, which launch, if available will be detailed by the Harbour Master.

(f) No launch used for private purposes shall, without written permission of and subject to conditions laid down by the Harbour Master proceed outside the following boundaries :-

On the West, Harbour Limits,

On the East, a line drawn from the S.E. extremity of Tai Long Head to Lam Tong Light and by a line joining the most Northern point of Lam Tong Island with the nearest point on the mainland.

3. With the consent of the Colonial Secretary, on the recommendation of the Harbour Master and subject to the above conditions and to any further conditions that he may lay down, a routine permit for weekly or fortnightly trips may be issued.

The Senior Officer present on each such occasion shall, for the purpose of these orders, be considered to be the applicant.

4. The scale of charges for the private use of Government launches will be laid down from time to time by the Harbour Master and will be circulated to all Heads of Departments; these charges, on the recommendation of the Harbour Master may in special cases be waived by the Colonial Secretary.

5. Should the launch used for private poses be required to go outside the boundaries laid down in 2 (ƒ) special authority in writing shall be requested from the Harbour Master stating the place to be visited and the route to be followed.

Such authority shall only be granted in exceptional cases and subject to special conditions.

6. "Stanley" and 'Britannia' are not to be used for other than official purposes without the sanction of the Governor, but both the Stanley" and the "Britannia ", when not required by the Governor, are at the disposal of the Harbour Master for the work of his department and may be loaned by him to other departments for official purposes.

7. A launch hired temporarily to replace a Government launch must be taken over with full bunkers by a responsible officer and when no longer required must be returned to the owner with full bunkers.

8. A launch temporarily replacing a Government launch will be considered to be a Government launch and must occupy at night the usual mooring of such Government launch.

9. These orders also apply to Police launches when not scheduled for duty but shall not apply to any launch having on board His Excellency the Governor, or the Honourable the Colonial Secretary or to the “Lila " (or to the launch tempor- arily replacing her) when the Harbour Master is on board, in which cases no charge will be made.

10. Harbour Office launches when available may be lent free of charge to Heads of Departments or Senior Officers when proceeding or returning from leave."
