My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's Confidential despatch of the 15th of July, 1929, regarding the incidence of the cost of the fuel of Government vessels used by the Governor and Colonial Secretary of this Colony. This matter had already been brought to my notice by the local Auditor and after full consideration an amended General Crder No.411 had been approved by me and had actually been issued when Your Lordship's despatch arrived. A copy of this General Crder
is enclosed.

So far as the use of Government Launches by the Governor is concerned I concur in the proposals set out in the despatch under reply; but I venture to seek Your Lordship's approval for the concessions contained in the revised General Order No.411. I may add that the Salaries Commission has recommended "that the Governor should at all times, and his staff while on duty, have free conveyance on any of the Government launches."

The positions and duties of the Colonial Secretary and the Harbour Master in this Colony justify the extension to them of the privilege of the free use of

Government Launches on teras similar to those allowed in the case of the Governor, while the arrangement set out in Clause 10 of the General Crder merely defines a small concession, which costs the Government little, but is valued by Heads of Departments, in as much as none of the large passenger steamers either arrive at or leave from the Hong Kong side of the Harbour. I should be sorry to see this small mark of respect withdrawn from Government Officers of high standing
in the Colony.
