Your Excellency,

In view of the recent change of Command in

China I very much regret that I feel that I am no

longer in a position to spare the time to sit on the

Executive and Legislative Councils in Hong Kong,

I would respectfully request Your Excellency to make the necessary application to the proper

authorities for me to be relieved of these duties.

As Commander of the China Command I shall

have to be absent from Hong Kong for at least 2 or 3

months every year, but when I am here I shall

naturally be only too pleased to advise the Councils

on Military questions and I suggest that I should be

invited to attend, when my presence would be of

value to the Colonial Government.
