Though the consideration which makes it necessary to add an official member to the legislative Council in place of the General Officer Commanding

does not exist in the case of, recutive Council, I
would recommend that the Director of Public Works be
also made an Ex officio member of the Executive
Council, and that I be given authority to appoint from time to time the officer discharging the functions of Captain Superintendent of Police to be
a (nominated) official member of the Executive
Council, as I consider that it would be useful and
convenient to have his advice on the Council.
4. I would also recommend that unofficial
members of the Tegislative Council who are also members of the executive Council be given precedence in the legislative Council over those unofficial members of the Legislative Council who are not members of the Executive Council. The object of this proposal is to
ensure so far as possible that the position of senior unofficial member of the Legislative Council shall not in future always be held by persons of any one race, a result which seems probable under present conditions owing to the greater permanence of residence
here of the Chinese members.
5. I venture to forward herewith draft
additional instructions giving effect to these proposals for your consideration.
