I have the honour to forward herewith a copy of a letter received from is xcellency the General Officer Commanding the Troops, China Comma? I recommend that the desire of "is Excellency to b relieved from the duties incident to membership of the Executive and Legislative Councils of this Colony be given effect to. The Royal Instructions at present existing, under which he holds his seat go back to the time when the General Officer Commanding acted for the Governor during temporary absences, a system which now no longer obtains.
2. If this be a proved, it will be necessarj to add another official member to the Legislative Council, and I would recommend that this be done by adding the Director of Public Works to the list of Transference
