5. The action thus taken, apparently with the concurrence of lir. Haze, the new Inspector General, evidently tends to implement the statement by Marshal Chiang Kai-shek, to which I referred in my previous despatch, that "within one year China will be in a position to regain full control of the Customs service". The matter is of considerable importance to Hong Kong in view of the proposed article 18 in the Draft Commercial Treaty with China, concerning which please se my despatch Secret (3) of the 31st of May, 1929.
