I am directed by Mr. Secretary Henderson to refer

to the despatch from the Governor of Hongkong dated

31st May, copy of which was enclosed in Colonial Office letter No. 62720/29 of the 11th July, on the subject

of the Foreign Inspectorate of the Chinese Maritime

Customs. I am to enclose, to be laid before Lord

Passfield, the accompanying copies of a letter from Mr.

Maze dated April 6th last, with enclosure on the same

subject, which was communicated to the Foreign Office

by Mr. Stephenson. I am to suggest that a copy of Mr.

Maze's letter might be communicated to Sir Cecil

Clementi for his confidential information.
