My view is that this Agreement will not succeed unless we all work closely together. I, therefore, wish to see a Britisher at the Head of the Kowloc Customs, because I think a Britisher is more likely to be able to co-operate with the Hong Kong Government. As regards the rest of the personnel, I do not wish to tie you down in any way.

Hr. Mazo: I am not suggesting to have anyone but a European; but it may be sometimes difficult to get an efficient man.
