Mr. Maze: As these vessels are trading to and

from non-treaty Ports, we have no control.

Mr. Lloyd: There is one point on (f), if it is

to be extended to all steam vessels it would be

rather drastic to confiscate a 400 or 500 ton

Vest River Steamer. As a rule in most of the

Customs Laws in the case of confiscation it is

always carefully prescribed that only vessels with a certain small tonnage are liable to

confiscation.

Mr. Southorn: I think it is only 200 tons in

Nigeria.

Mr. Lloyd: At home I think it is 40 tons.

Mr. Wright: This clause was originally

drafted to apply to small craft.
