Hr. lazo: I think the Salt Gabelle would like to know what salt comes into the Colony.

His Excellency: I would rather deal with tho import and export of salt and its production in the Colony. I would word it like this (a) The Government of Hong Kong agrees to control the movements of all salt imported into, produced in or exported from the Colony. We can tentatively put Clause (a) that way.

II (b) - wo shall have to legislato for this? Sir Joseph Kemp: Yes and we shall have to enforce it. Mr. Lloyd: We shall have to licence all exports of

salt.

Mr. Southorn: It will be resented in this Colony by the general population. It means a great deal

of extra work, it means that every salt seller

has to be licenced.

Mr. Moss: These people are Chinese and for

generations have been used to submit to

regulations in respect of salt.

Mr. Southorn: It means for all practical purposes

you will have to exercise the same control over

salt as over liquor.

His Excellency:

I should not licence shops or

make any attempt to control movements of salt

within the Colony.

I simply want to regulate
