Sir Joseph Komp: The salt in transit would be
looked after by the Chinese Customs.
Mr. Maze: That is what I think.
His Excellency: I take it the Customs wishes to control all salt in transit.
r.Lloyd: That was the great bone of contention in 1917. River Steamers were leaving here and occasionally we searched them as a matter of interest and we came to the conclusion that ovory River Steamer was carrying out about 10 tons of salt. It mostly went off at places like Li Tan and no passenger sampans could come alongsido until all the salt was off. Thothor it is still going on I do not know.
Fr. loss: I hear it is still going on.
Sir Joseph Kemp: Article 9 says that goods in transit shall be controlled by the Chinese Customs. If that clause remains, then the obligation would bo for Hong Kong to control salt which is not in transit.
Mr. Lloyd: Selt from China.
Mr. Haza: Salt passing through legitimately would
come under Customs' supervision.
Ir. Lloyd: A certain amount of salt comes from Adon and Saigon, etc.
