Thether they have kept it up, I don't know. Kr. Southorn: Do you anticipate any difficulty, Jr. Lloyd?

Mr. Lloyd:

It would mean a Station at every

extrance to the Harbour.

His Excellency: It obviously means an increase of

Staff, and we shall have to provide forms.

Mr. Maze: Te could avoid duplication, for we already get these manifests.

Sir Joseph Kemp: Do you get an Outward anifest? Hr. Maze: From China to Hong Kong?

Yes.

His Excellency: I think we could carry out this

clause in long Kong, but I want r. Lloyd to discuss

it with Mr. Johnston and Commander Hole.

I (i) That is the position today?

G

Commander Hole: The Arms Certificate is issued

by the Police.

We do not allow junks to carry

rifles. We issue arms only on certificates granted by the Captain Superintendent of Police. Mr. Maze: Do you allow junks to carry Cannons? Corunder Role: Muzzle-loaded; but we never

allow them to carry modern rifles.

His Excellency: Article II (a) will have to be amended according to Fr. Harris' idea, i.e.

wo shall not tax, but control the movement of

salt.

Kr. Haze: I think this clause was Sir

Richard Dans's idea.
