With reference to my P/L Despatch No. 26, dated

15th June 1929, I have the honour to enclose herewith

for your information a copy of my Despatch to H.M.

Minister, Peking, No. 87, dated 24th July 1929, relating

to the recent increase of smuggling from Hongkong, and

the proposal to permit the Chinese Maritime Customs to

operate on British soil and in British waters.
