Sir,
I am directed by Mr.Secretary Henderson to refer to
your letter No.62847/29 of the 7th October, transmitting copy
of a despatch dated 1st August last from the Governor of
Hongkong relative to a proposed Customs agreement between
the Government of Hongkong and the Government of China.
Mr.Henderson has not yet received any despatch

from His Majesty's Minister at Peking on this subject but,
subject to any observations which Sir M.Lampson may have
to offer, he agrees with Lord Passfield's view as to the
advantages of coming to a satisfactory arrangement with
regard to the Chinese Maritime Customs and concurs in his
proposal to inform the Governor of Hongkong that the conclusion
of an agreement on the proposed lines is approved.
3. On the 4th October last Mr.Maze telegraphed to
Mr.Stephenson
Office in London
the Head of the Chinese Maritime Customs

to the effect that the Chinese Government
approved generally the draft agreement but required a
modification of Article 5 to the extent of limiting Inland
Waters Privileges to Hongkong Chinese-flag vessels.
Stephenson is anxious to inform Mr.Maze at the earliest
possible moment whether the Agreement with this modification
will prove acceptable to His Majesty's Government in order
to enable Mr.Maze to commence as soon as possible his
preparations for putting the new arrangements into force.
