Unfortunately Sir C. Clementi has not
done so. Colonial Office have heard nothing from Hongkong
except Governor's despatch of August 1st received early

in October. They first heard of negotiations from Canton
despatch of July 24th received here on August 31st.
Meantime we had heard from Mr. Stephenson on July 30th 13
that agreement ad referendum had been reached between
Mr. Maze and Governor and on October 4th that Chinese
