Meanwhile I note from the last sentence that this matter is being handed direct with Inspector- General of Customs through Mr. Stevenson in London. Does this mean reversal of "usual procedure" laid down with him last January, see your telegram No.35.a. I only ask to prevent duplication having been already in direct correspondence with Inspector-General of Customs on this question.
