I enclose copies of an exchange of telegrams
with Sir M. Lampson with regard to which an explanation
seems to be necessary.
The second paragraph of Sir M. Lampson's telegram
refers to what happened shortly after Mr. Maze's
appointment to the position of Inspector General of
Customs. In the early days of his tenure of that
office Mr. Maze initiated a practice of communicating
to the Foreign Office through Mr. Stephenson, the
representative of the Chinese Maritime Customs in London,
views and information which he thought it important to
bring to the attention of His Majesty's Government.
This of course was undesirable as we could not give
the matters in question proper consideration until they
had reached us through Sir M. Lampson with his observations.
