Letter from the Stephensenr
The telegram enclosed with Mr. Stephenson's letter reports a development which is rather
starling, if true that H.K. have agreed to raving conceded to China the right to estab-
lish Customs stations etc in Hong Kong territory.
It is not stated whether they have made it
a condition that the Commissioner must be
british, but even with that condition, I am
