As this looks like occasioning a fair amount of correspondence, I have transferred it from the general situation file to a fresh file.

I feel completely in sympathy with the Foreign Office point of view and find it hard to understand

the Hong Kong objection to the functioning of the Chinese Customs in the Colony unless it is based on pure race prejudice, or on a guilty knowledge that there is a continued smuggling trade for Hong Kong which might be stopped if the

Chinese Customs were allowed to exercise its full

functions in the Colony. In any case I think we

must insist as desired by the Foreign Office that

Sir C. Clementi shall not take any action as proposed in paragraph 3 of No.1 without consultation

with H.M. G.

in their letter of the th November, 1927, a copy

of which was communicated to the Governor with a

Secret despatch on the 16th December, 1927 (see Nos. 18 and 19 on 3035/27); say that in-view- of the Secretary of State must request that no action should be taken as proposea in paragraph 3 No.1 without previous consultation with him; aa the substance of paragraphs 2 and 4, softening the wording a little,and enclose for Sir C. Clementi's personal information, a copy of the memorandum by

Mr. Maze on the lighting of the Chinese coast;

and send copy of the despatch to the Foreign

Office conf. lf.
