I have the honour to acknowledge the receipt of Your Lordship's despatch No.242 of the 17th of September, 1929, transmitting a copy of a letter regarding an alleged case of cruelty to a mui-tsai reported in the "South China Morning Post" of the 29th of March, 1929. A full report on this case was furnished in my despatch No.334 of 18th July, 1929, and the reason for non-prosecution in the matter of the acquisition of the girl in question lies in the fact that attention was concentrated on the charge of cruelty and by
the time other aspects of the case came to be considered the principal witness i.e. the girl herself, had been taken away
by her mother into the interior of China.
The medical examination on the child, Chung
Kei, took place on the 27th of March, 1929, the day following
the receipt of the information regarding her ill-treatment.
I have the honour to be,
My Lord,
Your Lordship's most obedient,
humble servant,
THE RIGHT HONOURABLE
LORD PASSFIELD,
