From the Governor of Hong Kong to the Secretary of

State for the Colonies.

Your telegram of 28th May. Debt due on

account of Kowloon-Canton Railway.

It would appear from Lampson's telegram

to the Foreign Office No. 11 of 21st March and

Foreign Office telegram to Lampson No. 37 of 5th April,

that assurances will be required from the Chinese

Government that Boxer Indemnity Funds will be

invested for repayment of the Railway debts and

rehabilitation of existing railways. I urge very

strongly therefore that debt of $997,596 details of

which were given in my telegram of 28th May should be

brought prominently to the notice of the Chinese

Government in connection with these assurances and that

this sum also should be covered by the assurances

actually given.

Minister at Nanking.
