Kong to an act committed elsewhere which act is not regarded
as criminal in the law of the place where it is actually
committed.
Even if the provisions are restricted as suggested in
the preceding paragraph, Sir William Joynson-Hicks doubts
whether the difficulty of legal proof will not render them
to a certain extent inoperative.
