Confidential despatch of the 7th
of December, on the subject of the
recruitment in Hong Kong of
Chinese labour for Sarawak.
2. I am advised that the
arrangements described in
Mr. Sout horn's despatch and its
enclosures would be contrary to
the spirit and the letter of the
Hong Kong Ordinance No.30 of
1915.
