This matter was originally raised by the
Governor's despatch No.1 on 52889/28. In this
he explained that for the purpose of the development
Praya
of the East Reclamation Scheme, it was
necessary to remove the Royal Naval Canteen from
its present site. The proposed new site was close to the existing Naval Arsenal and was on land included in a safety zone which the Naval authorities desired should be established As a solution of this difficulty and also as a measure desirable in itself, the Governor proposed that
underground storage accommodation shouldbe provided for the munitions and explosives etc. now stored in the Arsenal and elsewhere, thus obviating the necessity of the safety zones for which the Naval authorities had applied. The Admiralty have apparently not taken to the idea of underground storage. They suggest that they should hand over the whole of the existing Arsenal Yard to the
Colonial Government which should then find them a
