We recommend that the duty on manufactured tobacco be
placed, as in China, at an ad valorem rate of 27%.
It is difficult at arrive at exact figures in estimating
a fluctuating trade, but we have used every precaution to base our
estimates on an accurate basis, and we shall be glad to submit any
figures which may seem desirable.
We earnestly hope that these recommendations will receive
your favourable consideration.
