With reference to previous correspondence

terminating with Sir C. Clementi's letter to the Governor-

General of 8th December, 1925, on the subject of action

arising out of certain certificates which had been issued

by the Colonial Veterinary Surgeon of Hong Kong for meats

exported to Canada, I am directed to forward the accompanying

on the subject of the issue of similar certificates in

See Enclos.9 & 10. copies of correspondence with the Veterinary Director General

connection with the importation of merchandise packed with

products of the soil: and to inform you that Captain W. J. E.

Mackenzie, M.C., M.R.C.V.S., the Colonial Veterinary Surgeon,

has appealed to me to enter the strongest possible protest

against the refusal of the Veterinary Director General to

recognise his official signature.

In paragraph 2 of the Deputy Governor-General's

letter of 14th October, 1925, it is stated that:-

"There was, however, no ground for coming without "enquiry to a definite conclusion as to whether the

"difficulty in this case was due to defects in the "system, permitting a substitution after the issue "of a certificate, or to laxity in its enforcement, "and in so far as certain expressions of the Canadian

officials
