Your Excellency,

I have the honour to acknowledge the receipt

of His Excellency the Deputy Governor-General's letter of

the 14th October, 1925, regarding the issue by the Colonial

Veterinary Surgeon of Hong Kong of certificates for meat to

be exported to Canada.

Enquiries have been made with regard to the

particular shipment which gave rise to this correspondence,

and it is evident that the substitution of the dried duck

for the sausage was effected after the issue of the

certificate. In this instance as always the contents had

been carefully checked by the Inspector at the factory at

the time of packing.

It is anticipated that the system of sealing

now in force, and described in Sir R. E. Stubbs' letter of

the 24th July, 1925, will effectively prevent such

malpractices in future.
