used as a vehicle for smuggling but I would invite Your

Excellency's attention to correspondence which took place in

1919 and 1920 with His Grace the Duke of Devonshire when

Governor-General of the Dominion of Canada, and the difficult-

ies met with by Your Excellency's Government in preventing the

exportation of explosives and firearms to this Colony when

concealed in such common items of commerce as boxes of soap

and barrels of shrimps. I would therefore esk Your Excellency

to secure the withdrawal of this unreasonable imputation

against an officer of high standing in his profession and of

unimpeachable character.

I am making enquiries as to the possibility

of instituting a system of wire and lead seals on containers

which should effectively prevent any such occurence in future

and will inform Your Excellency if this is found to be

practicable.

I would add that the factories in which

various food products are prepared and canned in this Colony

are directly under the control of the Government. All

animals are subjected to ante and post mortem examination

before being passed as fit for consumption and the various processes are inspected daily by the Colonial Veterinary Surgeon and his staff of inspectors. The conditions under

which food products of various kinds are prepared in this Colony will bear comparison with those of most parts of the

British Empire or the United States of America.
