I have the honour to forward for Your
Excellency's consideration the enclosed copy of a letter
from the Veterinary Director General of the Department of
Agriculture in the Dominion of Canada regarding the seizure
at the Port of Victoria, British Columbia, of 15 cases from
Hong Kong said to contain sausages but in fact containing
dried duck.
It is clear that the substitution was effected
after the certificate of the Colonial Veterinary Surgeon had
been obtained but it has not yet been possible to determine
the responsibility for the substitution as the San Wo Hing
Company are not the manufacturers but only the shippers. I should be glad therefore if the original certificate issued by the Colonial Veterinary Surgeon could be returned to this
Government for further investigation to be made.

I cannot refrain from expressing my surprise
ani regret that the Veterinary Director General should, without making any enquiry or asking for any explanation, assume that the Colonial Veterinary Surgeon has been guilty either of misconduct or of negligence, for such an accusation is obviously implied by the refusal to accept his certificate
in future.

It is to be regretted that goods which had been certified by a Government Official should have been
