With reference to your letter No. 62815/29
of the 2nd instant transmitting copy of a telegram from
the Governor of Hong Kong relative to a proposal to establish
in the Colony a society for the Prevention of Cruelty to
Children, I am directed by Secretary Sir William Joynson-Hicks
to say, for the information of Mr. Secretary Amery that the
purposes and powers of the National Society for the
Prevention of Cruelty to Children in this country are set out
in their Charter of Incorporation of 1895. Material
portions of the charter are reproduced in the Handbook of
Regulations prepared by the Society from whom you will
no doubt receive a copy in reply to the Colonial Office
letter addressed to the Society on the 2nd instant.
As regards the second paragraph of your letter
I am to say that under a practice of many years' standing
the attention of the Society is directed by the Metropolitan
Police in suitable cases, to alleged offences against
children and the enquiry is taken up by the Society's officers.
In many such cases measures can be taken which are more
remedial than prosecution and which may prevent the breaking
up of the home. Should prosecution be deemed necessary
this is undertaken by the Society or the Police as the
