He offered to send us a memorandum of advice
for communication to the Governor, together
with a suggested draft of a propaganda
pamphlet, and finally of several particulars in
which his experience made him think the
existing legislation in Hong Kong might be
improved from the point of view of a local
Society on the lines of the N.S.P.C.C.
I explained fully to him the circumstances of, and in Hong Kong and many of the practical difficulties which confront the
Government in dealing for instance with the Mui Tsai problem.
Mr. Mehew assured me that he and the
Society would do all they could to help the
Government of Hong Kong and the Colonial Office and went away expressing the view that he would
very much like the opportunity to go out
himself to start a Children's Society on the
right lines.
