2. Mr. Amery presumes that, if
"Irene" was originally seized by pirates
on the high seas, the mere fact that they
brought her into Chinese waters gives no
opening for a counter-claim. I am to
enquire, however, whether it would be of
any assistance to the Lords Commissioners
of the Admiralty, in dealing with this
matter, if particulars were obtained from
Hong Kong of any cases in which British-
owned ships were seized by Bias Bay
pirates in Chinese waters, with a view
to presenting a claim against the Chinese
Government for the loss sustained through
their laxity in allowing a nest of pirates
to exist in Bias Bay.
