In reply to your letter of the 13th April No.F.1605/72/10 I as comanded by My Lords Commissioners

of the Admiralty to transmit herewith for the information of the Secretary of state for Foreign Affairs copy of the report dated 21st (etober,1927, from Lieutenant Halahan R‚N, in comand of H.s.Submarine "L.4" respecting the sinking of the s.a."IREKE* under piratical seizure off

Bias Bay on the 20th October,1927.

2. As regards the form of the reply to be sent to the Chinese Government, By Lords coneur in the view expressed by the Beeretary of State for the Colonies in Colonial orrise letter 62771 of the 1st of Way that the measures taken by the Royal Navy to suppress piracy in Biss Bay were necessitated by the failure of the Chinese Authorities themselves to eradicate this rest of pirates, though the loss of life involved by the resistance offered by the pirates in control of this vessel is regretted by 1.1.0overnment.
