I am directed by Secretary sir Austen Chamberlain
to refer to your letter 62771/29 of the 1st ultimo
relative to the sinking of s.s."Irene" in Bias Bay.
2. I am to say that Sir Austen Chamberlain would be
glad if particulars as suggested in paragraph 2 of your
letter under reference could be compiled at Hong Kong,
and transmitted both to Peking and to London for possible
use in this connexion, but it will be remembered that in
Sir Austen Chamberlain's despatch No.1107 of the 6th
December 1928 addressed to His Majesty's Minister at
Peking copy of which was sent to the Colonial Office with
Foreign Office letter F 5856/43/10 of December 10th, it was
laid down that the fact that a piracy took place in Chinese
territorial waters did not ipso facto justify the
presentation of a claim to the Chinese authorities.
3. A copy of this letter is being sent to the
Admiralty.
