I am directed by Mr. Secretary Henderson

to

refer to your letter of the 1st May and to previous

correspondence respecting the sinking of the s.s. "Irene"

off Bias Bay on the 20th October, 1927.

2. I am to transmit to you herewith, to be laid

before the Secretary of State for the Colonies, the

draft of a despatch which Mr. Henderson proposes, subject

to Lord Passfield's concurrence, to address to His Majesty's

Minister at Peking, instructing him to present to the

Chinese Government a Note, the draft of which is also

enclosed, its terms being similarly subject to the con-

currence of His Lordship, in reply to the claim for

compensation advanced in the Note from the Chinese Minister

for Foreign Affairs dated the 23rd of January 1929, copy

of which was forwarded to you in Foreign Office letter of

the 12th of April 1929 No. F 1605/72/10.

3. A similar letter is being addressed to the

Admiralty.
