form of raiding and destroying the villages in-
habited by pirates in the vicinity of Bias Bay, he
stated that in the view of the NationalistGovernment
a more effective method would be to station
British gunboat at the entrance to Blas Bay, which
could intercept any pirated steamer that might
be taken there by the pirates, the Bationalist
Government having no naval craft suitable for such
service. This augestion was adopted, and from
time to time British warships, of which submarine
1.4 was one, have accordingly patrolled Bias Bay
on anti-piracy service.

This communication from ir. Chen of
eourse amounted to
defiulte invitation from
the Nationalist Governaoat of China to lis
Kajesty's Government to undertake naval action
of the nature suggested at Blas Day in order to
suppress these piratical activities. In this
conexion it may be
mentioned that there had been
instances of Anglo-Chinese co-operation in the
suppression of piracy, in accordance with
article 03
