You know my view, viz., that the Government's only stand

and control rests on and in the permit; and that if the Government

is not prepared, if necessary, to go to the length of refusing to

renew the pipe-line permit for 1929, the sooner the case is

dropped the better.

7.

Until Counsel express a clear opinion as to the tenable

positions, this includes elimination of other positions the

stand on the Crown Lease may be one it would seem that the

-

correspondence between me as Crown Solicitor and lessrs. Johnson,

Stokes & Master must be held up, unless you advise that they be

asked whether the Government's right to refuse renewal of the

permit is contested by their clients.
