glad if you will recoup the
additional repayment necessary-
by an abatement from the monthly

In view of the difficulties
which have arisen on this occasion,
egree upon
it seems desirable to make a
definite rule as to the future
method of calculating the rate
of exchange for the cost of
the Garrison as expressed in
sterling. In the long run it
is immaterial whether the
commercial rate or the Treasury rate
is adopted, provided one or other
