My Lord,
I have the honour to acknowledge the
receipt of Your Lordship's despatch No.215 of the
22nd of August, 1929, on the mui-tsai question and
to inform Your Lordship of the steps that have since
been taken to carry out the instructions contained
therein.

An ordinance to amend the Protection of
Women and Girls Ordinance, 1897, was introduced into
the Legislative Council and passed into Law on the
31st of October, 1929.

The object of this
In the first place it is
intended to reconcile an apparent conflict between
the provisions of paragraph 32 of the Protection of
Women and Girls Ordinance and paragraph 10 of the
Female Domestic Service Ordinance, 1923. While
preserving the right of the Secretary for Chinese
Affairs to claim guardianship of girls in circumstances
in which such a right may be necessary for their
protection,
