I have to thank you for your letter of February 7th,
in reply to my letter of January 21st.
Since the above dates I have received a large amount
of new information concerning the Mui Tsai system in Hong Kong
and I find that the general position is even more disgraceful
than at first appeared. At the moment I enclose one cutting
only which includes observations on Mr Amery's replies in the
House of Commons.
The very definite points laid out in the cutting
clearly show that the whole Ordinance is practically a dead
letter, that Registration has never been enforced, nor has the
purchase of Mui Tsai ceased. All of which may be put down
to the fact that either no real effort has been made to carry
out the Ordinance, or that the officials concerned are incom-
petent, or not concerned in carrying out the orders of the Home Government whose pledge was perfectly definite in the House
on March 21st, 1922.
My statement above assumes that the Home Goverment
has not at any time withdrawn or modified the instructions
as announced in the House, and on this point I should be
