Telegram from the Officer Administering the Government

of Hong Kong to the Secretary of State for the

Colonies.

Dated 5th October, 1929.

(Received Colonial Office 9.20 a.m. 5th October,1929).

Your telegram 10th September Colonial Development Fund Latest estimate of cost of acquiring and forming

aerodrome is $2,679,250 of which £100,000 is being

contributed by His Majesty's Government. Estimated expenditure to end of 1929 $2,317,159 and in 1930

$249,500. This estimate includes only Colony's share

of one building viz. bangar referred to in my telegram

12 September. Development of aerodrome as an airport

will require extensive building, asa my despatch 26th

April 1928 No. 226. Cost of Commercial development

only has been roughly estimated at $3,500,000 but it

is impracticable to proceed with design and estimates

or to say how much of estimated cost will be spent in

Great Britain until the Air Ministry approve lay-out-

of the whole aerodrome as recommended by Mr. DamHOT.

At present the Colony has no funds for this development

out if direct grant could be made from Colonial Development Fund Colony would be in a position to proceed. Schiene la for the present being financed

partly from Public Works (1927) 0% Dollar wan and

partly from surplus valance in anticipation of future loan. I therefore ask that Celonial Development Fund should contribute £100,000 as a gift to the Colony for continued development of aerodrome. I doubt whether aerodrome can be remunerative for very many years but it is an essential part of the Colony's

equipment
