Telegram from the Governor of Hong Kong to the Secretary

of State for the Colonies.

Telegram No. 13 30th August Begine. Your telegram

7th August Colonial Development Bill. It will be necessary shortly for this Colony to float an

additional loan for development of water supply,

completion of aerodrome and other public works. I

shall address you on this at a later date.

Meanwhile

there are works urgently needed which are held up for

want of funds among which I would specially mention

new General Civil Hospital, new Gaol, new Public Offices,

new School and a vehicular ferry across the Harbour.

In connection with these works large indents for steel

work and materials of all kinds would be placed in the

United Kingdom. Pending decision on these larger

schemes I would ask for special consideration for the

following. 1. A loan without interest of £27,000 being

estimated cost of three railway engines referred to in my telegram 13th August 1929. These are for the

Chinese section of Kowloon Canton Railway and money is

being advanced by this Colony whereby a large sun is

locked up which could be very profitably used in work

of development. 2. Loan on easy terms of the cost of

cross Harbour pipes - ses correspondence ending with

your telegram 27th May 1929. Estimated cost £12,000

but exact figure probably known to the Crown Agents.

This would release funds for further water scheme.

3. Grant towards the cost of aerodrome which is likely
