I am commanded by the Air Council to refer to Colonial Office letters and enclosures of 19th October and 13th November last, No.52911/28, on the subject of the proposals submitted to the Officer Administering the Government of Hong Kong by Mr. Vaughan Fowler for the formation of a company to develop civil aviation in Hong Kong and to establish air services within, from and to that Colony.
I am to state for the information of the Secretary of State for the Colonies that, in accordance with the suggestion made in your letter first mentioned above, the Director of Civil Aviation met Sir Cecil Clementi in November last and discussed with him inter alia various points of Mr. Fowler's scheme which it is noted is not yet in its final form.
The Council concur with Mr. Amery's proposal to inform the Officer Administering the Government of Hong Kong that he is prepared to approve in principle assistance in some form by the local Government towards the establishment of an aviation company on the lines suggested by Mr. Fowler.
As regards the actual scheme the Council are unable to offer detailed comment on the estimated costs owing to the meagre particulars which have been furnished. They have, however, the following observations to make on the proposals submitted.
