Canton, August 10, 1929.

Dear Mr. Fowler,

Your letters, both private and official, have

been received with my attention yesterday. With reference

to your request for a permission from our government to fly

between our territories, I am only too glad to assist you in

anyway I can within my humble capacity: but according to

our own Aviation law, any one who, other than the citizen

of the Republic of China, wishes to fly within the terri-

tories of China Froper, must beforehand obtain a permit from

the Chinese Government. Thus, I suggest, Mr. Fowler, that

you should approach the Foreign Affairs Department of your

own government to communicate with the Foreign Affaira De-

partment of our own government in Nanking.

If you will go thru with this necessary procedure,

Mr. Fowler, I am sure you will experience no difficulty

whatsoever, and in the meantime, if I can be of any assis-

tance to you, I wil, as I say, be only glad to do so.
